Glossary of terms used within the detailed procedure and process flow diagrams:

Case Management System

Business application used to create and track the handling of employee calls, reported incidents/errors, documents/files received and other significant events which require actions for correct resolution and closure.  System will also provide routine and special management reports. May also be referred to as a Tracking System. 

Center of Excellence (COE)

An organizational group comprised of highly specialized staff (For example, Benefits Planners, Compensation Analysts, Training Developers, etc.)

Collective Bargaining Agreement (CBA)

The legal contract defining a worker agreement between an organization and a labor union. May also be used to describe the worker organization, or a group of employees represented by the labor organization.

Employee

Includes all full-time, part-time, temporary, contractor, or casual employees that are to be maintained on the HCM system.

Employee Personnel File

The physical, hardcopy paper file folder containing copies of all documents received, relating to and stored for each employee.

Employee Self-Service (ESS)

The HCM online web portal that gives employees access to their personal data/information and allows employees to submit changes to their personal information via a paperless online transaction.

Escheatment

The process of turning over unclaimed or abandoned property to a state authority, such as the funds for an uncashed employee pay check after a defined period of time, generally 180 days.

Garnishment

A garnishment is a legal proceeding to withhold a specified sum of money from wages to satisfy a debt in accordance with the federal and state wage garnishment laws.  Often used interchangeably with Wage Order, Wage Assignment, Wage Attachment or Levy. 

Guideline

A non-mandatory guide that aims to streamline particular processes, actions or behaviors by providing a “best practices” framework within which to implement procedures

Human Capital Management System (HCM)

Alternately referred to as an HRMS – Human Resource Management System)LTD - Long Term Disability A program that provides employees benefit payments while unable to work for a determined long term period, as defined by the program rules and requirements.

Manager Self-Service (MSS)

The HCM online web portal that gives HR and Managers access to employee data and allows HR or Managers to submit changes to their such data on behalf of the employee or to perform various workforce management related activities, such as hiring and terminations, via a paperless online transactions.

NACHA

The ACH Network facilitates global commerce by serving as a safe, efficient, ubiquitous, and high-quality electronic payment system.  Within HRA, execute the NACHA (National Automated Clearing House Association) process to prepare and submit files to Bank.  The NACHA process creates the magnetic media of employee direct deposit. 

Notification

A system generated notice regarding the status of an online transaction initiated by the employee, Manager or HR. Notifications will be received via email for all employees with a valid email address in HCM System.

Off-Cycle Payroll

Any processing and disbursement of pay to employees between On-Cycle payrolls.

On-Cycle Payroll

The regularly scheduled processing and disbursement of pay to employees based on a prescribed period (Weekly, bi-weekly, semi-monthly or monthly).

Paid Time Off (PTO)

Number of days / hours provided to an employee, usually on an annual or accumulating basis, and result in compensated time away from work.  PTO plan examples are Holiday, Vacation, Sick, Jury, Military, Personal, etc. 

Pay Reversal

Correction made to previously completed pay event where the event is “undone”

Payslip

A printed or electronic statement providing detailed information of the gross-to-net calculation of an employee’s pay transaction. Unlike a pay check, payslips are not financially negotiable documents.

Policy

Statement that outlines overarching beliefs and objectives to ensure consistency and compliance

Procedure

A methodology that details a mandatory process that must be uniformly executed to implement a standard or achieve a consistent result

Program / Plan

A comprehensive approach to implementing a policy which may include the associated standards, procedures and guidelines, as well as other elements (e.g., education, monitoring)

Retroactive

Correction made to previously completed pay event where the error is handled by reprocessing wage calculation and/or benefit deduction from the time of first occurrence to current period. Often referred to as a “Retro”.

Shared Services Center (SSC)

A department that provides similar HR and Payroll related services across business units, for both managers and employees

Short Term Disability (STD)

Program that provides employees benefit payments while unable to work for a determined short term period, as defined by the program rules and requirements.

Standard

Mandatory requirements to support individual policies; these detailed items specify what is required and prohibited

Third Party Administrator (TPA)

Vendor providing HR, benefits or payroll services to employees and managers.

Time & Labor (T&L)

Processes / system used by employees to enter their work schedule, actual time worked and absences from work.

Wage Attachment

This is the deduction that is setup within payroll and withheld from an employee’s wages in order to satisfy the terms of the Wage Order and in compliance with all applicable laws.

Wage Order
A Wage Order, Earnings Withholding Order or a Levy, is the legal judgment stating the terms of the repayment arrangement assigned by the court at a Garnishment proceeding. Different agencies use different terminology for the garnishment. The Sheriff's Department uses the term Wage Assignment. The Federal Government calls it a Levy and the State refers to it as an Earnings Withholding Order. The child support agencies, District Attorney and Family Support Divisions, call it a wage assignment.

Workers Compensation (WKC)

A program that compensates workers for injuries sustained on the job as defined by the program rules and requirements.

Workflow

Automated task or confirmation notification delivered from system.

Workforce Management System

The application used to schedule employee work time and time off, as well as collect actual work time/activities and attendance data. Alternately known as a Time & Labor system
